What this means

Why it matters

The Intelligence Layer is where approved sources enrich the governed record. Valuation evidence, energy performance, environmental risk, tenure and leasehold detail, rental and market signals, and compliance status are attached to the property identity with provenance.

Enrichment is selective and provider-neutral. Sources are connected on rights, quality, value and economics, and each contribution is labelled so it can be assessed on its merits.

In practice

Workflow implications

A valuation routing decision draws on AVM evidence, comparable activity and observed market status for the same UPRN.
A resilience review combines flood, subsidence and EPC signals into one monitored picture.
A broker sees tenancy and compliance context assembled before the case is packaged.
Observed status is kept distinct from official completion evidence and from AVM inference.

How Property Spine supports it

Property Spine connects approved sources into one reusable record. No source is assumed to be available, and no dataset is presented as guaranteed. Each signal arrives with source, freshness and confidence attached.
