A property record can only support decisions if every field carries its origin, its age and its uncertainty. The Trust Layer is where provenance, freshness, consent and confidence are attached to each fact, so quality is visible rather than implied.
This is what separates a governed record from a data extract. A figure without a source cannot be audited. A figure without a timestamp cannot be relied on for a current decision.
