Trusted Data and Accountable Decisions
The spine separates what is known, what is assessed and what must happen next. Those three things are never presented as the same thing.
Fact, inference and action
Fact
Verified information, such as EPC rating, product maturity or AVM estimate.
Carries source, date and permitted purpose.
Inference
An assessment, such as potential LTV movement or valuation-review need.
Carries a confidence level and the evidence behind it.
Action
A task for a broker, agent, lender or landlord.
Carries a named owner, a due date and completion evidence.
Governance controls
Data authority
Each field has a named authoritative source. Where sources conflict, the authority order and the conflict are both recorded.
Source and provenance
Every value carries its origin, the method of acquisition and the permitted purpose under which it was obtained.
Freshness
Currency is stated on every field. Ageing evidence reduces confidence and can change a recommended route.
Confidence
Confidence is scored and shown, never implied. Low confidence routes work to human review rather than automated conclusions.
Consent and permitted purpose
Information is reused downstream only where consent and permitted purpose allow it. Capture once, validate once, reuse with consent and controls.
Information barriers
Competing participants do not see one another's commercial information. The spine is provider-neutral by construction.
Human override
Any recommendation can be overridden by an accountable person, with a recorded reason that feeds the override reporting.
Market-status confidence
Property market status can come from listing, agent, portal, valuation, public-record or other approved data sources. The platform must show the source, timestamp, confidence and permitted purpose. A listed, under-offer or Sold STC status is not equivalent to legally completed sale evidence.
Risk and improvement confidence
Environmental risk, EPC opportunity, solar potential and property-improvement indicators are evidence-led screening signals. The portal must show source, timestamp, confidence, permitted purpose, assumptions and known limitations. It must distinguish a property fact from an opportunity hypothesis and from an approved action.
Audit trail
Each action records who raised it, who owned it, what evidence closed it and when.
Status confidence model
Every market-status field carries one of four confidence levels.

| Low | Status is stale, incomplete or conflicts with another relevant record |

Risk and improvement confidence model
Every environmental-risk, EPC, solar and improvement field carries one of four confidence levels.

Target KPI categories for the pilot. These are measurement commitments, not performance claims.
All values are illustrative demonstration data. No Fleet customer, borrower, landlord or property records are used.
